10-3: Low Temperature and Moisture Susceptibility of RAP Mixtures with Warm Mix Technology Mogawer,

PI continued to analyze mixtures tested to date. PI did not receive mixtures from the contractor as expected, but PI is in contact with the contractor. 5/31/17

13-2: HMA Mixtures Containing Recycled Asphalt Singles (RAS): Low Temperature Fatigue Performance of Plant-Produced Mixtures Mogawer,

PI developed and tested performance of two PCAS mixtures. PI continues work to get requested MSW mixtures from contractor and identify additional contractors to produce PCAS mixtures and MSW mixtures. 12/1/17 (NCE)
13-3: Improved Regionalization of Quality Assurance (QA) Functions Dave,

UNH

 

 

PI working to incorporate TAC comments into final report and excel tools for plant certification and QA inspections. DOTs working with VAOT to use existing Share Point site to share QA data. PI and TAC will work to identify pilot projects to use tool. 4/2/17 (NCE)

PI working with Technical Committee to organize three workshops in March for DOT staff and consultants. Advisory Committee reviewing NCE request. 4/17/17
14-4: Optimizing Future Work Zones in New England for Safety and Mobility Xie,

UMASS Lowell

 

 

PI analyzed data from MA SWZ and simulations. Identified five TTCPs and prepared to test them via driving simulation and Vissim. Abstract approved for 2017 Road Safety & Simulation Conference to be held in The Hague, Netherland. PI requesting additional data from VTTI, which may delay analysis. 7/5/17

Contract between UVM and UNH fully executed. PI has begun literature review. PI will schedule kick-off meeting and distribute survey to DOTs. 7/31/18
15-4: Optimizing Quality Assurance (QA) Processes for Asphalt Pavement Construction Awaiting final 13-3 report (expected around March, 2017) to inform this. Consider having TAC participate in next meeting of 13-3 to gather lessons learned.
*Final Tech Transfer Items:  Currently these include the final report to the TAC; a “Fact Sheet” summary – NETC template; a presentation to the TAC and other interested DOT participants that is recorded by NETC and made available.

NETC Fund Balance Update

  • All previous fund transfers have been completed or are in process with FHWA
  • FY2017 Fund Balance Transfers – Decision deferred
  • NETC Fund Balance as of 12/31/2018– $116,257.69 (without FY17 contributions, and without additional activities)

NETC Coordination Contract Extension

  • UVM will request extension to February 15, 2019
  • Extension will allow UVM to execute contracts for NETC 15-1 and 15-2 in keeping with 24 month project timeline approved by the Advisory Committee

Request for information regarding NETC Bridge Rail report, FHWA-RD 98-044

  • The US Attorney’s Office in Rhode Island requested information about NETC Bridge Rail
  • Jeff Folsom, MaineDOT Assistant Bridge Program Manager spoke with the US Attorney’s Office about Maine’s standards based on the report
